Tell me your opinion of this?

I'm about to be 13 and I wanna be able to just go to the movies hang out with friends then come back simple as that. But my parents dissagree , I'm very mature for my age and I know not to talk to strangers. I don't ever get in trouble , But my mom thinks because we're Puerto Rican we don't believe in that. It sucks seeing all my friends going out having fun and I just stay home. I clean and help around the house , and have my own money to spend. How can I convince my mom , and do you agree with her? :| I just want to be a normal 13 year old. That's all i'm asking for..
